The Property Market Agency has a crucial role in ensuring a well-regulated, transparent, and consumer-centric property intermediation. Its primary objective is to regulate and supervise the property intermediaries to create a fair and competitive environment that fosters trust among all stakeholders: buyers, sellers, investors, and real estate professionals.

Our mission is to strengthen governance, uphold ethical standards, and foster the professional growth of property market intermediaries. Furthermore, we are committed to ensuring a well-regulated and transparent property market by:

The agency’s work is anchored around four (4) fundamental pillars:

  1. Regulate & Monitor the Activities of Property Market Intermediaries;
  2. Promote & Co-Ordinate Training of Property Market Intermediaries;
  3. Encourage & Co-Ordinate Research regarding the Property Market;
  4. Organise & Promote Educational Campaigns regarding the Property Market, and in particular, to Consumer Protection

Licensing of prospective Real Estate Agents, Property Brokers, Branch Managers and Property Consultants

The Property Market Agency Act (Chapter 644 of the laws of Malta) came into force on the 26th of September 2024 and regulates the Activities of Property Market Intermediaries in the Maltese Islands.

Pursuant to the provisions of this act, no person shall carry on the activity of a Property Broker or Real Estate Agent or be employed or engaged as a Branch Manager or Property Consultant unless they are the holder of a license issued under the Property Market Agency Act (Chapter 644).

There are three (3) Main Licence Forms:

  1. Form EA1 – Property Intermediary application for eligible applicants who intend to apply for a license to act as a Property Broker, Real Estate Agent, Branch Manager and Property Consultant.
  1. Form EA2 – Trade Name Registration application with the Property Market Agency.
  1. Form EA3 – Application to register a Partnership with the Property Market Agency.
