Courses Syllabus
Implementation of a new course syllabus for a Property Market Intermediator’s Licence.
Effective from the 1st of October 2024, a new syllabus outlining the educational requirements for obtaining a Property Market Intermediator’s Licence has been implemented. This syllabus is applicable to all educational programmes commencing on or after this date.
Please note:
- Only courses that fully comply with the new syllabus will be accepted as part of the licensing process.
- It is the applicant’s responsibility to ensure that their chosen educational provider is delivering a programme that adheres to the updated requirements.
According to the Property Market Agency Act (Chapter 644 of the Laws of Malta), prospective Property Market Intermediators must conduct a course with at least eight (8) ECTS at level four (4) of the Maltese Qualifications Framework obtained from a fully licensed training institution with the Malta Further & Higher Education Authority (MFHEA) and which is divided into four (4) modules. Otherwise, these prospective applicants must hold any other qualifications recognised by the Malta Qualifications Recognition Information Centre (MQRIC) as equivalent.
In addition, prospective Real Estate Agents, Property Brokers and Branch Managers are obliged to do a course of at least twelve (12) ECTS at level four (4) of the Maltese Qualifications Framework obtained from a fully licensed training institution by the Malta Further & Higher Education Authority (MFHEA). Otherwise, these prospective applicants must hold any other qualifications recognised by the Malta Qualifications Recognition Information Centre (MQRIC) as equivalent.
This course covers other subjects related to the property market and is not mandatory for the license of a Property Consultant.

Important notice related to the Licensing Process
While the successful completion of an approved educational programme is a mandatory component, it is only one part of the overall licensing process.
The Property Market Intermediator’s Licence is granted at the sole discretion of the Property Market Agency and each application is evaluated on a case-by-case basis.
Applicants are encouraged to familiarise themselves with all the relevant licensing criteria and procedural guidelines before applying.
